What if there is no U.S. Buyer?

When there is no U.S. buyer (i.e. no entity in the U.S. which owns the goods, has purchased the goods, or has agreed in writing to purchase the goods), the foreign entity is required to engage a U.S. Agent or Representative to act as the FSVP Importer.

US Agents or Representatives take on all responsibilities of the FSVP Importer and are identified as such at the time of entry.
